Kyiv, Ukraine -Le président ukrainien Volodymyr Zelensky a déclaré lundi qu'il était ouvert au déploiement potentiel de troupes occidentales en Ukraine pour garantir la sécurité du pays dans le cadre d'un vaste effort visant à mettre fin à la guerre de près de trois ans avec la Russie.
Ce déploiement serait une étape vers l'adhésion de l'Ukraine à l'OTAN, a déclaré Zelenskyy dans un message publié sur sa chaîne Telegram.

« Mais avant cela, nous devons avoir une compréhension claire du moment où l'Ukraine sera dans l'Union européenne et du moment où l'Ukraine sera dans l'OTAN », a déclaré Zelensky.
Ses propositions s'inscrivent dans une voie diplomatique délicate, dans un contexte d'efforts internationaux visant à trouver un moyen de mettre fin au plus grand conflit européen depuis la Seconde Guerre mondiale, à un moment où la Russie a pris le dessus dans les combats.
Le président élu américain Donald Trump cherche à obtenir un cessez-le-feu et a rencontré Zelensky samedi à Paris. Mais Zelensky a déclaré lundi qu'il aborderait le président américain sortant Joe Biden au sujet d'une éventuelle adhésion de l'Ukraine à l'OTAN car il est toujours en poste, tandis que Trump n'a pas encore de “droits légaux” pour décider de la question.
« Il veut un cessez-le-feu », a déclaré M. Trump à propos de Zelensky dans des commentaires au New York Post publiés dimanche. « Il veut faire la paix. Nous n'avons pas parlé des détails. »
Les forces de Poutine subissent de lourdes pertes en Ukraine, a noté Trump.
« Je suis en train d’élaborer un concept sur la manière de mettre fin à cette guerre ridicule », a-t-il déclaré.
Les possibilités de voir l'Ukraine rejoindre l'alliance militaire de 32 pays de l'OTAN et de voir des troupes occidentales stationnées sur son sol sont des questions profondément conflictuelles et source de division depuis le début de l'invasion à grande échelle de la Russie le 24 février 2022.
Lors de leur sommet à Washington en juillet, l'OTAN a déclaré que l'Ukraine était sur une voie « irréversible » vers l'adhésion, mais n'a pas invité le pays à y adhérer. Les États-Unis et l'Allemagne ont rechigné à ce que l'Ukraine rejoigne l'OTAN alors qu'ils sont en guerre avec la Russie.
L'un des obstacles à l'adhésion de l'Ukraine à l'OTAN est qu'il faudrait délimiter clairement ses frontières avant de pouvoir adhérer à l'OTAN, afin de ne pas se tromper sur les points où le pacte de défense mutuelle entrerait en vigueur. L'armée d'invasion russe occupe environ un cinquième de l'Ukraine.
Le président français Emmanuel Macron a évoqué l’idée d’une présence militaire occidentale en Ukraine en février dernier. Mais cette idée a suscité les mêmes craintes d’escalade qui ont conduit les dirigeants occidentaux à limiter les livraisons d’armes et à autoriser leur utilisation.
Les poids lourds militaires européens, l'Allemagne et la Pologne, ont immédiatement annoncé qu'ils n'enverraient pas de troupes en Ukraine. Macron a refusé de donner des détails sur les pays qui envisageaient d'envoyer des troupes, préférant maintenir une certaine “ambiguïté stratégique”.
Les forces ukrainiennes résistent à un assaut russe qui dure depuis des mois et qui se concentre sur la région orientale de Donetsk, où les défenses de Kiev grincent.
Zelensky a déclaré sur X qu'au cours de la semaine dernière seulement, la Russie a lancé près de 500 puissantes bombes guidées, plus de 400 drones d'attaque et près de 20 missiles de différents types contre l'Ukraine.
« L’Ukraine souhaite plus que quiconque la fin de cette guerre. Il ne fait aucun doute qu’une résolution diplomatique permettrait de sauver des vies. Nous la souhaitons », a-t-il déclaré.
Zelensky a remercié Biden pour l'aide militaire américaine de près d'un milliard de dollars. Alors que l'on doute que Trump maintienne son soutien militaire américain, l'administration Biden tente de dépenser chaque dollar restant d'un projet de loi d'aide étrangère massif adopté plus tôt cette année pour mettre l'Ukraine dans la position la plus forte possible.

Pendant ce temps, l'adversaire du chancelier Olaf Scholz aux prochaines élections allemandes, Friedrich Merz, a déclaré qu'il y avait un « consensus fondamental » en Allemagne sur la poursuite de l'aide militaire à l'Ukraine.
Mais lors de sa visite à Kiev, il a également souligné ses divergences avec Scholz, qui a refusé d'envoyer des missiles de croisière à longue portée Taurus à l'Ukraine, affirmant que tout doit être fait pour empêcher une guerre plus large entre l'Occident et la Russie. Merz s'est montré ouvert à l'idée de fournir ces missiles et de permettre à l'Ukraine de frapper des cibles militaires en Russie.
Lors de sa rencontre avec Zelensky, Merz a souligné que la France, le Royaume-Uni et les États-Unis avaient une position différente de celle du gouvernement allemand actuel.
« Notre position est claire, comme celle de mon groupe parlementaire : nous voulons mettre votre armée en mesure d'atteindre les bases militaires en Russie - pas la population civile, pas les infrastructures, mais les cibles militaires à partir desquelles votre pays est combattu », a-t-il déclaré.
« Avec cette restriction de portée, nous forçons votre pays à se battre avec une main dans le dos, et ce n'est pas notre position », a-t-il ajouté.
Le bloc de centre-droit de l'Union dirigé par Merz est en tête des sondages d'opinion allemands. Les élections sont prévues le 23 février.
